Full cleanup of ALL accounts is not a solution(and re-add even helps not). I also noticed that some IMAP settings — like the root folder path (e.g. "INBOX") — are not available in the new Outlook, which makes troubleshooting more difficult. I did see a response from a MS person that said it was working as intended, that it wouldn’t refresh the folder until it was selected. Although that seems like a load of BS, but could just be a con to try to migrate people to exchange at a higher cost. If I click off of inbox and down to sent item, then click back on inbox, all of the new mail will populate.
